Argentina is moving closer to launching its first Citizenship by Investment (CBI) program, after the Ministry of Economy recommended a consortium of international firms to serve as the program’s master agent.

The recommended consortium—Asesorías Legal Advisor Limitada – UT Consorcio AAPA—includes Apex Capital Partners, AIM Global, Passport Legacy, and Arton Capital. The group received the highest evaluation score in the government’s tender process and is now positioned to help design and operate Argentina’s new program.

A Key Step Toward Launching the Program

The evaluation report, published on Argentina’s COMPR.AR procurement platform, ranked the consortium first with 88 points, well ahead of the only other qualifying bidder.

The selection marks an important milestone in the country’s plans to introduce a CBI program, which would allow qualified foreign investors to obtain Argentine citizenship through approved investments.

If the recommendation is finalized, the consortium will take on the role of master agent, responsible for building and managing the program.

What the Selected Consortium Will Do

Under the proposed contract, the consortium will work with the government to:

Design the structure of Argentina’s citizenship by investment program

Develop operational procedures and application processes

Promote the program internationally

Support the government in evaluating applications

The consortium brings together firms with experience in the residence- and citizenship-by-investment industry, combining expertise in program development, marketing, and global investor networks.

Evaluators highlighted the group’s collaborative structure, noting that the partnership of several specialized companies adds value by combining different areas of expertise.

Senior leadership across the consortium reportedly has 10 to 30 years of experience in the investment migration sector.

Contract Scope and Timeline

Once formally awarded, the consortium will be responsible for developing and running the program for four years, with the possibility of extending to a fifth year.

The contract would cover up to 5,000 citizenship application recommendations during that period.

Program Details Still to Be Defined

While the government has taken an important step toward launching the initiative, many details of the program have not yet been finalized.

Key elements still to be determined include:

The minimum investment required

Eligible investment sectors

The application process and approval structure

These parameters will be developed as the program is designed.

Final Approval Pending

The evaluation report recommending the consortium is not yet the final award. Under Argentine procurement rules, bidders have a short period to challenge the evaluation before the government issues the formal contract decision.

Once that process is completed, the selected consortium will begin working with the government to build and launch Argentina’s first citizenship by investment program.
